In Tucson, local Councilman Paul Cunningham was found to have violated Tucson’s sexual harassment policy while on a business trip to San Diego in May. A report concluded he had indeed sexually harassed three female city employees.
Witnesses described his behavior as “loud and boisterous” and said his comments were “inappropriate, graphic and sexual in nature.”
According to the Arizona Daily Star, when investigators asked Cunningham to give an accounting of his actions, he said he was “bantering” with the women, and in any event was too drunk to recall specifics, noting that it wasn’t his intention to offend anyone.
Cunningham apologized and said he had no intention of resigning.
